In 1989, the state of New Mexico enacted the University Research Park and Economic Development Act. One of the goals of the act was to allow New Mexico universities to privatize research efforts in order to, ultimately, create private, tax-paying entities.
As a result of this act, the New Mexico Institute of Mining and Technology (NM Tech) formed the New Mexico Tech University Research Park Corporation. This corporation formed Computational Analysis and Network Enterprise Solutions, LLC (CAaNES) in 2006 to privatize certain research efforts of New Mexico Tech and the Institute for Complex Additive Systems Analysis (ICASA). ICASA is a statutory research division of New Mexico Tech performing work on information technology, information assurance, and analysis and protection of critical infrastructures as complex interdependent systems. ICASA is internationally recognized for its research and practical applications in the field of information security.
